Subject: [NYAPRS Enews] USPRA: Call Congress TODAY to Avoid Bush Veto
ofFederal MH Budget Adds

NYAPRS Note: The following comes from Jane Porter, Director of Public
Policy for our national organization, the United States Psychiatric
Rehabilitation Association.

 ACTION ALERT

The House of Representatives will be voting on the FY 2008 Labor, Health
and Human Services, and Education Appropriations bill this week.
Discussions will begin on Tuesday, July 17th, with an anticipated vote
on Thursday, July 19th. The passing of this bill is extremely important,
as it contains essential funding for mental health services, as well as
SAMHSA (Substance Abuse and Mental Health Services Administration)
funding.

The Center for Mental Health Services (CMHS) within SAMSHA was facing a
$76 million cut, for example, in its Program of Regional and National
Significance (PRNS) which funds programs that move the field forward,
build new service capacity and translate research into practice at the
community level. Both chambers have increased the PRNS budget over last
year's in their budget bills. Several other mental health programs have
been either restored or given additional funding.

Because it provides significantly higher dollars than the President's
original budget, the President is expected to veto the bill unless we
secure 290 'YES' votes.

We need your help this Tuesday and Wednesday!

Call, email or fax your Member of Congress and ask them to vote YES to
the Labor HHS and Education bill. To find out who your member is, go to
www.house.gov and type in your zip code in the box in the upper left
corner. All Representatives can be reached by calling the U.S. Capitol
Switchboard at 202-225-3121 and asking for a particular office.

SUGGESTED MESSAGE:
I'm calling/writing Representative ____________ to ask for his/her
support the FY2008 Labor HHS and Education Appropriations bill. The
level of funding this bill provides is essential for individuals with
psychiatric disabilities and will fund the supports necessary for their
recovery. It is important that he/she vote YES on this bill, which
provides additional funding for mental health services. Thank you.
